Because he has no reason to do it the right way...and plenty of reasons to do it wrong way.

Does that mean we should keep most of our troops in Iraq until someone else is in charge of the military?

Someone who doesn't need to have our withdrawal be followed quickly by civil war and genocide to be proven right?

Maybe.

I guess this is what a quagmire looks like.
